2) WAIT When dog has sniffed you, stroke the dog, never pat a unknown dog on the top of the head, always stroke the side of the body or chest.
3) STROKE- Three second Rule, stroke the dog for 3 seconds then let go and see if the dog stays where they are or comes closer, if they back away leave them be.
Woody's PAWS rule Pause And Wait to Stroke -
Training your pet dog;
To train a dog not to pull on the lead when greeting people means that the dog will not lunge or pull at the person making the person feel more at ease and in turn their response will be slower, more relaxed and more willing to stroke & interact with the dog. If the dog jumps up, lunges or pulls towards this can make people react, screaming, raising hands, running away & backing off, this doesn't give the dog a nice association with strangers.
If you teach your dog obedience tasks Double like touch this teaches a dog that hands coming near to the dog are a good thing and if you touch them with your nose you will get a treat.

Academy 4 Dogs also provide Reactive Bootcamp for dogs that suffer with reactivity or aggression problems to help 'STOP' the reaction and teach the dog their is a way out.
Dogs have two choices FIGHT or FLIGHT, if they can't find away out and are put under a certain amount of pressure any dog IF PUSHED has the capability to bite.
If we read dogs signals better, then this would give the dog the flight response back and they would choose to opt to not fight.
TRAIN YOUR DOG, PUT IN THE TIME TO PREVENT FUTURE REACTIVITY.
